Park Board Minutes
June 21, 2017
Pursuant to due call and notice thereof, a regular meeting of the Wahpeton Park Board was held on Wednesday, June 23,2017 at 5:15 pm at the Community Center in Wahpeton, North Dakota.
Commissioners present: Wayne Gripentrog, Deb Tobias, Joe Schreiner, Devry Klocke, Steve Craig.
Staff present: Wayne Beyer, Director of Parks and Recreation, John Dassenko, Park Superintendent, Laree Bumgarner, Recreation Supervisor, Zoo Director Kathy Diekman, Connie Metcalf, Park Board Clerk.
Meeting was called to order by President, Wayne Gripentrog.
Motion by Deb Tobias and seconded by Steve Craig to approve May 17, 2017 minutes. Motion carried 3-0.
Damon Devillers brought information for the repair of the Tennis Courts in the park. Recommended resurfacing every 5 years. Explained what will all be done for the tennis court. It would take one week to repair. It was said “Get It Done or Get Rid of It.” After a long discussion and questions
- Devry Klocke made a motion to accept the tennis court repair bid, DebTobias seconded it. Motion Carried 4-0.
Reports from Officers
Park Superintendent – Playground equipment is done. Enclosed the whole playground this year.
Got the pool chemical in control once again.
Need a new post hole digger. Bobcat Auger used for trees, posts and Zoo uses it also.
- Devry Klocke mad a motion to purchase a new auger, seconded by Steve Craig. Motion Carried. 4-0
Need a new Ice Machine at the Concession stand at Baseball Field ASAP.
John will call and get three bids.
- Motion made by Steve Craig to purchase a new Ice Machine up to $3500. Seconded by Joe Schreiner. Motion Carried 4-0.
Recreation Director – All Summer Recreation programs are going very well.
Summer Basketball League has 6 boys teams. Started Wednesdays, June 7-July 26.
Watson Basketball Skills Camp starts next week June 27 thru July 27.
Zoo Director –. Blue Goose had nice attendance for all events on June 2-4.
Tal will have 4 solos with the New York Kammermusiker when they come June 27th.
The Zoo will be featured on North Dakota Today on June 27 at 9:15 am.
The Prometheus MC will be at the Zoo June 24. Kickstands up at noon.
The Senior Walk is scheduled for August 10th at 1 pm.
The new Zebra building is opened to the public daily.
Round Up For Rhinos gives gift shop customers an opportunity to round up their purchase amount to the nearest dollar.
Proceeds go to the Rhino Fund.
Pool – New Pool Covers are $15,000. Need three bids. This item was tabled since it will take 60-90 days to receive them. The season will
be over. Will order covers in the March of 2018.
Director – Requested a partnership with NDSCS Building Construction- Langendorfer, Gagelin and Band Shelters.
- Steve Craig made a motion to accept NDSCS Construction, Seconded by Deb Tobias. Motion Carried 4-0.
Requested Connie Metcalf Park Board Clerk and Notary Public is an authorized representative for documents.
- Devry Klocke made a motion, Seconded by Steve Craig. Motion Carried. 4-0
Putting camera’s in the park to see if we can catch the people doing the vandalizing. Chief Thorsteinson said our choice .
Discussed getting WI-FI at the Chalet, John Randall, and Hughes.
- Steve Craig made a motion to accept NLU’s proposal. Seconded by Devry Klocke. Motion Carried. 4-0
Reports from Commissioners and Committees:
Recreation – Wished we had use for the blue chairs sitting outside the Stern’s Arena.
Head of the Red Youth – Steve Craig reported looking at Summer Ice for July & August.
Personnel/Finance/Planning – Would like painting of John Randall Fences painting done before July 4th game.
Community Center Committee –
Scheduled Committee meetings:
- Recreation Committee – Thursday, July 13 – noon hour.
- Maintenance Committee – Tuesday, July 18 at 9 AM
- Personnel/Finance/Planning Committee – Friday, June 30 at 8:30 AM

Commissioner’s requests– Steve Craig would like the concrete done at Multi-Purpose Court.
South Driveway, Players Benches on the East side, Walkway connection between Chalet and Multi-Purpose Court.
Devry Klocke motioned to approve committee reports, seconded by Steve Craig. Motion carried. 4-0
Deb Tobias motioned to approve financial reports and payment of Park Board Bills, seconded by Joe Schreiner. Motion Carried. 4-0
