Park Board Minutes


September 20, 2017

Pursuant to due call and notice thereof, a regular meeting of the Wahpeton Park Board was held on Wednesday, September 20, 2017 at 5:15 pm at the Community Center in Wahpeton, North Dakota.

Commissioners present: Wayne Gripentrog, Deb Tobias, Joe Schreiner, Devry Klocke, Steve Craig

Staff present: Wayne Beyer, Director of Parks and Recreation, John Dassenko, Park Superintendent, Laree Bumgarner, Recreation Supervisor, Zoo Director Kathy Diekman, Connie Metcalf, Park Board Clerk.

Meeting was called to order by Wayne Gripentrog.

Motion by Deb Tobias and seconded by Steve Craig to approve August 16, 2017 minutes.  Motion carried 5-0.

Reports from Officers

 Recreation Supervisor: Four college students are helping coach.

Open Gym starts October 1st

Wahpeton played football games at the dome. Seemed to be way out classed again this year.

Had an issue with 5th & 6th grade football this week. A new protocol needs to be put in place for concussions.

  • 1 week minimum before they can play.
  • Doctor’s note that clears them to play again.
  • All coaches will watch a video on concussions.
  • Coaches will have more say in the injury.
  • It is Wahpeton Park & Recreation Program so we have discretion on making rules for every child’s safety.
  • It will be on next meeting agenda to revise policy.

Motion by Devry Klocke to approve a doctor’s note to play, seconded by Steve Craig. Motion Carried. 5-0

Park Superintendent:    The College has been working hard on projects at the park.

Sculpture Park is done including grass seeding by Dean’s Landscaping.

Discussed the Langendorfer Shelter Project.

  • Devry Klocke made a motion to approve new sink and counter top, seconded by

Deb Tobias. Motion Carried. 5-0.

Discussed the roof of new shelter. Steve Craig will call Bryan Wolfgram to make sure he has accurate information

regarding the roof enclosure edges.

Put a new sidewalk to the door from Parking Lot on East side to the Multi-Purpose Court.

  • Motion by Devry Klocke to put in new sidewalk wide enough for a snow blower on East side of

Multi-Purpose Court, seconded by Steve Craig.   Motion Carried. 5-0

Park needs a new lawn mower. Old 2001 Toro has 8000 hours on it.

  • Devry Klocke made a motion to advertise for a new mower after first of the year, seconded by Deb Tobias. Motion Carried. 5-0

Still getting information on the dog park water fountain from Schmitty’s and MDI.

Comstock Construction submitted a bid for $11,000 concrete repairs at the pool.

  • Joe Schreiner made a motion to accept the bid for pool repairs, seconded by Steve Craig. Motion Carried. 5-0


Zoo Director:                    Kathy reported that the USDA inspector conducted an inspection on August 28th. No non-compliance items were found.

She thanked her animal care team for keeping the zoo standards high! USDA inspections are always unannounced to see

the daily operations of the facility.

The 25th Anniversary of the Prairie Rose in operation in Wahpeton will be celebrated November 25th from 2-5pm.

A Call for Zombies is in effect for recruiting actors for the fundraising event.

Two board members will be added to the Bell Bank check signature card. President and Vice President will be signers.


Director:                           Garrison Diversion Grant was received for the Briarwood playground equipment in the amount of $2,305.69.

United Way allocations were received for the Summer Food Program- $3000, swim pool/lessons – $3000,

Health Watch – $1500.

Steve Dale has volunteered many hours to water and maintain 6th St S and 16th Ave N trees.

Final “Fill the Bus” day for the Food Pantry was held at Jubilee Foods on Monday, September 11th.

The Beyer family will represent Wahpeton at the Tree Bowl/NDSU football game on Saturday, September 23rd.

All 48 tree City USA’s will be recognized at halftime.

Linda Miller donated $1000 for Lamont Miller memorial bench along 16th Ave.

Director will run in the 40th Annual Chicago Marathon on Sunday, October 8th.

Chocolate- Chocolate Day is scheduled at Leach Library on Thursday, October 12th.

Red Door Art Gallery hosts Belgian Waffle fund-raiser at the WCC on Saturday, Oct 14th.


2018 Budget needs to be approved. We will receive less money than 2017.

Payment due to the county by October 1.

Motion by Devry Klocke to approve 2018 budget, seconded by Deb Tobias. Motion Carried. 5-0


NDIRF Insurance Agent. There are three agencies have expressed interest in the liability insurance for Park Board. .

Motion by Deb Tobias to go with Farmer’s Union Insurance/Kyle Devries, seconded by Joe Schreiner.

Motion Carried. 5-0.


Evaluations of fulltime employees need to be done before next meeting October 18th. Steve Craig will participate

In this again this year.


Reports from Commissioners and Committees:

 Recreation:    Meeting is September 21st

Head of the Red Youth:  no meeting

Maintenance:    Brackets for multi-purpose court and new lawn mower discussed in John’s report.

Personnel/Finance/Planning:  Audit at Zoo is done.

Community Center Committee: sidewalk

Swim Pool: Committee met at the pool August 30th. Discussed all the issues at that time.


Financial Reports:

Approve committee reports – Motion by Deb Tobias, seconded by Devry Klocke.  Motion Carried.  5-0.

Scheduled Committee meetings:

  1. Recreation Committee – Thursday, October 12th at noon.
  2. Maintenance Committee – Tuesday, October 10 at 9 am.
  3. Personnel/Finance/Planning Committee – Friday, September 29th at 8:30 am.


Commissioner’s requests– Joe Schreiner would like the Board to consider paying for Baseball fencing.

Motion by Devry Klocke to approve paying for fencing, seconded by Deb Tobias. Motion Carried. 5-0.                                             .

Motion by Devry Klocke to approve financial reports, seconded by Steve Craig. Motion Carried. 5-0

Motion by Joe Schreiner to approve payment of Park Board bills, seconded by Deb Tobias. Motion Carried. 5-0.
